Countryside Mailbox Replacement Project
8th February 2012 - The project to replace all Countryside mailboxes with a new secure facility is GO !
A Special members meeting is scheduled for Thursday 1st March at 6.30pm at the Clubhouse . The meeting is to vote and approve on the project proposal.
Full details have been mailed to all Countryside members. In addition, the Project Proposal , Official Notice and Proxy Form are available (below) for download.
Please support this important project by attending the meeting or by completing and returning your proxy form without delay. Please email if possible or fax or mail your proxies in good time for the meeting. Late proxies will not be counted.
This project will be 100% funded from existing HOA funds – i.e. At NO COST to members ! Your Board have saved the money for this project over the last two years and we are ready to complete the project immediately after the members give approval at the meeting. Thereafter the mailboxes will be maintained by the HOA from normal HOA funds.

2011 Summer Clean-up & Refreshment
For the next few days of August, there will be some heavy equipment operating around Tuscan Ridge.
You should be aware that the Retention Ponds are being cleaned and repaired if you've noticed the blue "Out-House" (port-a-potty) by the Clubhouse.
In addition, our Entrance and Fountain area will be treated to some long-awaited landscaping refinement.
Things should be looking much improved within the next two weeks.

Countryside Mailboxes
Hello Everyone,
We have been working for some time on a plan for the Countryside HOA to replace the mailboxes on Countryside as the original ones are now all totally worn out. We have concluded that the best solution is to remove the existing derelict ones and to install communal mailboxes similar to those used on The Village. Our plan is for the HOA to fund this project and to take over maintenance of all the mailboxes in the future. This will prevent a recurrence of the very unsatisfactory situation we now have where no one seems to be bothered to maintain their mail box, and the community looks shabby.
These communal boxes are the best choice because:
They are a strong rust proof steel construction
They are individually lockable
They also provide a more secure outgoing mail facility
They include two locked boxes for receiving parcels
Total cost is less than individual boxes
They can be repainted in future years to prolong active life

Each unit has 16 mail boxes so we will need to purchase ten units in total for the whole of Countryside. Each unit is 48 inches tall and stands on a 12 inch pedestal, and is 30 inches wide. These dimensions are only slightly larger that an existing twin mailbox which is 54 inches tall and 22 inches wide. The new units will stand on a 4 x 4 feet slab
We are now seeking opinions about where owners would prefer these new boxes to be placed. Please note that the Post Office require that they must be sited so as to provide access directly from the roadside for the Delivery agent.
Option 1
The ten units can be placed at intervals around the development – one unit every 16 properties. They would be sited between two properties in the space created by removing the existing mailboxes. This is how they are sited in The Village, and affords the most convenience for checking your mailbox as it will be, at most, only a few steps from your home.
This means that a few owners will have a mailbox sited next to the road between their property and their neighbour’s property, in the place currently occupied by their old mailbox. We should remind everyone that this area is subject to an easement which provides for the utility companies and the HOA to have unrestricted access and to locate equipment there. There will be no negotiation about not wanting a mailbox unit outside any one particular home !
Option 2
We can site all the new units together on HOA owned land. This would be alongside the road on Sangiovese Crossing adjacent to the old Volley Ball Court. This option resolves any annoyance about having folks collect their mail from a box outside someone’s home, but it does require that you take a walk to check your mail or you can do so on the way home from work. This option would also be less expensive as we would need a single slab to be laid which would be quicker and cheaper.
If we go with this option we will look to add some suitable planting to soften the visual impact of the boxes.

20 July 2010 ~ URGENTLY IMPORTANT
Please find a PDF attached at http://www.trmhoa.org/latest-news-july-2010.php entitled US 27 Noise Barrier - Tuscan Ridge, which represents the full spectrum of the aforementioned FDOT proposed Noise Barrier. The PDF contains information sent to an individual Tuscan Ridge property owner.
The owner has given Tuscan Ridge Master HOA permission to post the information for all Tuscan Ridge property owners to consider.
It is clear that the Florida Department of Transportation (FDOT) will be giving owners, whose property directly abuts the Common Areas behind our wall, the most input on the decision, which will rest ultimately with the FDOT.
Because there is a scheduled public informational workshop at the Omni on 27 July 2010 at 6:00 pm, it is important for all interested Tuscan Ridge property owners to carefully read and examine the contents of the attached PDF.
A discussion has been initiated on the newly created Email list serve/reflector so all who are interested and have an opinion may share their views.
17 July 2010 ~ Tuscan Ridge Master HOA Inc has received a letter from the Florida Department of Transportation (FDOT) regarding a "Noise Barrier" being proposed on US 27 from Ritchie Road to Barry Road, in conjunction with the widening of US 27 to six lanes.

11 June 2010 Clubhouse Access & Regulations
The Board is in process of repairing the active door at the Clubhouse. This door is not aligned properly, due to excessive pulling on it when the previous locking system was active.
Currently, the door will latch only if it is allowed to close briskly or pushed fully to latch. It is important for all who use the Clubhouse to be aware of this so the door can be securely locked when leaving the building.
Additionally, it is important for all who use the Clubhouse to understand that minors are not allowed to be in the Clubhouse without adult supervision. This is for safety, security, and insurance reasons. ~ Parents: For the safety of your children, it is strongly recommended that you do not give the access code to minors ~ If it is determined that minors are using the access code to enter the Clubhouse without adult supervision, the access code will necessarily be changed, causing all Members, Tenants, and Guests to request a new access code. Please help prevent this from becoming an inconvenience to your fellow Members, Tenants, and Guests.
Because of the new locking system being more user friendly and the increased number of folks using the building as a result, the Board finds it appropriate to set a schedule of usage times.
Beginning immediately, the Clubhouse will have open hours between 8:00 AM & 10:00 PM
No one is authorised to be in the building outside of these "Open" hours. If Members wish to schedule an event whereby these hours are not adequate, it will be necessary to schedule this directly with the Board for approval.
When sending a request for the new access code, please be prepared to submit the address and owner's name of the property you represent.

29 May 2010 Tot-Lot ~ Volleyball Court ~ Clubhouse Access - Update
For those who advertise the Tot-Lot, please be advised that it was necessary to remove what was left of the old Tot-Lot due to safety and insurance reasons. The structure had become so rickety that is was an insurance liability.
The Countryside Board is working to find an acceptable and affordable replacement as soon as possible.
Additionally, the Volleyball net has been removed temporarily until the sand can either be cleaned of hazardous materials, or until a vote of the Members is taken on how this common area should best be used. Clubhouse Access Code
The Clubhouse security lock has been changed to allow for better access and easier control. The doors require some alignment, which will be taken care of shortly.
In the meantime, please send a request to the official CHOA eMail address to obtain the new code with instructions on how to enter & exit. Please list your name, Tuscan Ridge property address, and the Owner's name in your eMail request.

11 May 2010 AGM & Special Members Meeting Update
Many thanks to everyone who attended or sent in their proxies for these two important meetings held at the Clubhouse on Saturday 8th May.
At the Special Members Meeting, the members voted NOT TO RATIFY the purchase of the farm shed by a previous Board. Your current Board will shortly give all members opportunity to discuss the best way forward for the shed which is currently unused.
At the AGM the members elected Robert Leslie to the vacant Board seat.
Members also voted to accept the offer of $10,000 compensation from Polk County for the compulsory purchase of a narrow strip of land at the west end of Tuscan Ridge. This land will become part of the North Ridge Trail when it is constructed some time in the future. (NB The project is currently on hold due to budget constraints).
At the AGM members also voted to amend the by laws to allow some flexibility in the setting of the date for future AGM meetings as described in the AGM mailing .

19 April 2010 Annual Meeting of Members (AGM)
The CHOA Annual Meeting of Members (AGM) will be held in the Clubhouse at 4:30 PM Saturday 8 May 2010.
The primary purpose of this meeting will be to elect one (1) Director to the CHOA Board of Directors for a three-year term, and to conduct other business of the Association, as may be submitted at the meeting.
Special Meeting of Members
There will also be a Special Meeting of Members held, just before the AGM, in the Clubhouse at 4:00 PM on 8 May 2010.
The purpose of this Special Meeting of Members is to vote on whether or not to Ratify a previous Board's decision to purchase and erect a farm shed behind the Clubhouse at a cost of $12K+. This decision was in direct violation of
Article VII Section 14 e of the CHOA Declaration. Article VII Section 14 e of the CHOA Declaration requires a 2/3 Vote of the Members voting in person or by proxy at a meeting duly called for this purpose.

24 March 2010 Spring Is Springing ~ Let's Spring Into Action !
After a long and colder than average winter, grass and plants are now struggling to come back. The CHOA Board would like to encourage all Countryside owners to seriously examine their lawns and gardens. If there is determined to be any dead plants or grass, you should now be able to make plans on how to refurbish. Our collective appearance is important to the welfare of our property values. Please take time yourself or have your management company get started in trimming away any dead growth that will impair new growth, and remove any plantings that can be confirmed dead.
The CHOA Board will soon be listing properties that seem to have a worse than average appearance. If it seems that nothing is being done to refurbish these properties, a notice letter/eMail will be sent to the owners. The Board is also working on a fining system that would be applied to properties with chronic appearance problems. To avoid any problems with fines, Countryside owners are strongly encouraged to monitor their grass & gardens often. Let's work together to make this a beautiful Spring season in Countryside at Tuscan Ridge.

9th February 2010 OPEN HOUSE - CLUBHOUSE UPDATE
A big “thank you” to everyone who called in to our Tuscan Ridge Open House at the Clubhouse on Saturday afternoon !
It was great to put faces to names and to meet so many neighbours and guests and especially encouraging that so many attended even though we announced the event at short notice.
Many thanks also to the Village and Master Boards for so eagerly supporting this Countryside Board initiative and a special thanks to the Board members (and others) who brought along refreshments for everyone to share.
This was a huge success and we will certainly repeat the event again .

OPEN HOUSE - CLUBHOUSE - 2pm through 4pm Saturday 6th February 2010The Countryside HOA has approved a coordinated effort with Tuscan Ridge Master HOA and The Village HOA to make the Clubhouse available between 2pm and 4pm Saturday 6th February 2010 for a Meet & Greet Open House. All Tuscan Ridge owners and their guests are welcome. This means ALL Owners and Guests, both Village & Countryside!
Representatives from all three HOAs will be present. This will be an excellent opportunity for the many owners, who are presently visiting, to put a face with a name. In addition, this Open House will afford many non-resident owners to meet other non-resident owners, as well as resident owners.
Refreshments will be offered at absolutely NO cost to any of the HOAs.
Please stop by the Clubhouse anytime between 2pm and 4pm 6th Feb 2010 to meet your HOA representatives and your fellow owners and friends.

28 January 2010 2010 CHOA Annual Assessment
The 2010 Annual Assessment Notice has now been posted to homeowners. Payment is due by 28th February. Various payment options are available. The PayPal option, due to technical issues, is NOT yet currently available. These issues are hoped to be resolved by February 14th. Please bear with us as we bring this additional facility fully on line.
Countryside Street Lighting
Several street lights have been reported recently as not functioning. Whilst Progress Energy is responsible for maintaining all of the Street Lighting in Tuscan Ridge, it is the responsibility of the respective HOAs to pay the respective monthly electric bills and to report any malfunctioning street lights to Progress Energy. Countryside Owners are encouraged to report any street lighting problems to the official CHOA E-Mail address at: TuscanRidgeCHOA@aim.com When reporting, please include the post number, which is found on a metal band near the bottom of the post or stamped on the side at eye level. A typical post number may read as follows: 6499140 or B358833
It is also helpful to mention the nearest property address. The CHOA Board appreciates receiving any such reports so that it may take appropriate action in contacting Progress Energy.
2010 Annual Assessment
The 2010 CHOA Annual Assessment Fee was set at the 12 December 2009 Board Meeting to $278.
The payment request letter will be sent out before the end of January 2010. Due to this being a bit later than usual, the final due date will be extended to late February. A precise final due date will be included in the payment request letter. Owners who have not yet paid their 2009 Annual Assessment Fee are encouraged to do so ASAP, as Liens will soon be placed on those properties which have not paid the 2009 Fee. The required 45 day Lien notice letters are in process.

Next Board Meeting:
The next Board Meeting will be held in December. At this meeting, among other important business, the Board will approve a proposed Budget for 2010 and set the 2010 Annual Assessment Fee. Because the Annual Assessment will be dealt with at this meeting, there is a requirement in Article IV of the CHOA Declaration (found on this website under "Governing Docs") to send written Notice to all CHOA Members not less than 30 days and not more than 60 days in advance of the meeting. The proposed 2010 Budget will be posted here in advance of the meeting with year to date 2009 expenditures and a copy of the 2009 Budget.
Countryside Mailboxes:
It has been determined that Countryside Mailboxes are the property of the individual Countryside Owners. Although the CHOA Board and CHOA Architectural Control Committee (ACC) share authority in this matter, it is the responsibility of the individual owners to maintain compliance with the approved requirements of the ACC, and it is the responsibility of the CHOA Board to enforce such requirements. The ACC has sole discretion over the appearance, accepted state of repair, and type of mailbox. Where a post is shared, repair or replacement of the post is an equally shared responsibility between the respective owners.
Currently, there are three ACC approved designs, which consist of the original mailbox and post, the mailbox and post at 308 Dolcetto, and the mailboxes at 124 and 125 Dolcetto. The latter mailbox design will mount on the original post or can be purchased with a matching post that is very similar in appearance to the original. The costs of these choices range from about $40 to nearly $300.
The Countryside Mailbox problem will be dealt with at the next Board Meeting. A time frame will be established for which mailbox compliance would be requested via a notice letter. Fines would then be possible if mailboxes are not in compliance within the set time frame for repair or replacement.
Retention Ponds & Common Areas:
At the last Board Meeting, it was mentioned that our current landscaping contract was not being properly complied with on the part of the landscaper. The ponds were not being cut or cleaned and the bordering streets, especially Barbera, were not being properly edged. This matter has been addressed recently. The current contract has been put on hold until the Board can meet to make a decision on this matter. In the meantime, a private independent contractor has been engaged on a will-call basis to take care of certain problem areas. Attention has also been given to a few Countryside properties which are currently abandoned or in foreclosure. These properties have been cut and cleaned a number of times to maintain a better general appearance in the Countryside Community. This work is authorised in the Governing Documents of the Countryside Association and the cost is passed on to the owner, as outlined in the Governing Documents. The Board has been taking responsibility to maintain a balance between appearance and cost for these properties. Additionally, the retention pond between the front wall on US 27 and the back of Dolcetto properties has been added to the regular maintenance schedule.
